The Maharashtra Pollution Control Board (MPCB) is a body of the Government of Maharashtra, India, which was established under the provisions of the Water (Prevention and Control of Pollution) Act, 1974.
The MPCB is responsible for prevention and control of water pollution and maintenance of ambient air quality in the state. The board takes legal action against industrial units which are found to be polluting water bodies or emitting excessive pollutants in the atmosphere.
CTE or Consent to Establish
CTE or Consent to Establish as per the provisions of the Water (Prevention and Control of Pollution) Act, 1974, is the permission grant to establish an industry or discharge of effluent into a stream or well.
As per the provisions of Section 25 of the Water (Prevention and Control of Pollution) Act, 1974, no person shall without prior consent of the State Board, establish any industry, operation or process, or commence any treatment and disposal system for pollutants:
In any area where no system for the treatment of sewage or trade effluent is available for such treatment for such industry or operation; or
In an area where a system exists for such treatment unless he makes provision for such treatment in his premises;
CTO or Consent To Operate
CTO or Consent To Operate is a document issue by the Pollution Control Board to an industry that allows it to commence its operations.
After that, A CTO is issue after an inspector from the Pollution Control Board inspects the factory, verifies that all pollution abatement measures are in place and functional and that the unit meets all the stipulated conditions. It is necessary to obtain a CTO before commencing any production activity. because if the inspector finds any deviation in pollution control measures, the industry is immediately shut down and penalties are impose. After that, There are different types of CTOs depending upon the type of industry. Those industries which require higher environmental protection standards are require to renew their CTO once in 2 years whereas those industries which require lesser environmental protection can renew their CTO once in 5 years.

- Form-1 (Application form) To Be Submit By The Applicant.
- Industrial Project Report) To Be Prepare By The Consultant/Mouzadar.
- Environmental Audit
- Form-4 (Noc From Fire Department) Will Be Provided By Fire Department.
- After that, Noc From Local Body Will Be Provided By Local Body/Corporation/Municipal Council Etc.
- Noc From Pollution Control Board Will Provide By Pollution Control Board If Any Consent Is Already Grant To Other Activities In The Same Premises.

- Pollution Certificate from the local body
- Affidavit from the applicant stating the source of water and other material used during manufacturing activity.
- An affidavit of the applicant stating that there is no violation of any environmental laws by the unit.
- An affidavit stating that the unit has not violated any pollution control guidelines/notifications issued by the Central/State Government or any other relevant authority.
